Application

Participant responsible for developing Monitoring and Verification Plan and completing application to apply to OPA program.

Rodan prepares customized Monitoring and Verification plan for every contributor. Application submitted by Rodan. Participant has no involvement with OPA.

Financial
Security

Participants required to post irrevocable letter of credit valued at $10,000/MW of demand response load

No security required from contributor. Rodan posts financial security.

Performance
Penalties

Direct participants subject to multiple possible Set Offs (reductions in payments) for performance shortfalls:

Some non-performance conditions can result in contract default and prescriptive penalties or require contributor to ‘buy down' contract amount.

Repeated non-performance can result in contract default and loss of outstanding payments – contributor is never required to make net payments to Rodan or buy down contract amount.

Meter
Compliance

Participant responsible for ensuring metering is compliant with program rules. Investments in metering or meter data gathering technologies are responsibility of participant

Meter Data
Administra-tion

Participant responsible for delivering weekly meter data and post event validation data, in format required, to OPA/IESO. Late delivery will result in reductions in payment.

Rodan responsible for delivering weekly meter data and post event validation data, in format required, to OPA/IESO. Late delivery is Rodan's responsibility – no payment impact to participant.

Event
Dispatch

OPA will ‘activate' participant with minimum 2.5 hour notice. Participant must confirm participation in a timely manner or face Availability and Utilization Set-Offs. Participant is responsible for tracking own performance against moving baseline to ensure load reduction minimums are being achieved to avoid performance Set-Offs.

Rodan will ‘activate' participant with minimum 1.5 hour notice. Multiple contacts at participant organization can be notified in up to 4 different methods (voice, e-mail, text, fax). Participants are urged to confirm participation but are expected to perform unless advance low notice is given. Rodan tracks participant performance in real time and shares data stream with client through web tool. Rodan will intervene with customer if minimum load reductions are threatened.
